geo_tracking_consent_given: true (ADR-0205/0206) β Art. 6(1)(a) explicit consent, not the default-ON legitimate-interest basis Tier 1 uses. Data is real (from
GET /v1/stats/geo?tier=2) but will likely show few or zero instances until individual operators opt in. Retention: 30 days.

Tier 3 (city + 10km grid) requires
geo_tracking_tier: 3 AND explicit consent β the strictest tier, 14-day retention, coordinates rasterized to a 10km grid (never exact GPS) so no single cell can identify fewer than ~100 potential users. Data is real (from
GET /v1/stats/geo?tier=3) and will likely be empty until operators opt in.
